<p>Claim settlement is one of the most important services that an insurance company can provide to its customers. Insurance companies have an obligation to settle claims promptly. Department of Financial Services has formulated guidelines and process for hassle free insurance claim settlement under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). 				<content:encoded><![CDATA[<p><strong>RELEVANCE OF SCHEME DIRECTORY</strong></p>
<p>Enhancing access to social protection and legal services is recognized globally as an effective strategy to increase the quality of life and reduce the economic impact of HIV/AIDS on people and families affected by HIV. It is also seen as a strategy to reduce HIV acquisition risk of socioeconomically marginalized key populations such as transgender people, men who have sex with men, women who sell sex, and people who inject drugs.</p>
<p>Evidence indicates that PLHIV and their households reduce consumption of essential items including food, borrow from moneylenders, work for extended hours, and face many additional hardships to cope with the economic burden accompanying chronic illness. This impedes their uptake of HIV prevention and treatment services. On the other hand, pervasive stigma and discrimination based on HIV status, marginalized genders and sexualities, sex work and/or drug use, prevent individuals from these communities from accessing schemes and entitlements, including identity cards, schemes for health, education, livelihood, pension and other services.</p>
<p>SAATHII_Svavritti team and its five implementing partners (NMP+, MNP+, NNP, KNP+ and RCDSSS) have developed a common minimum package of the most accessible and beneficial schemes specific to eight (Maharashtra, Manipur, Nagaland, Odisha, Rajasthan, Tamil Nadu, Telangana and West Bengal) project implementing states that are relevant to the needs of PLHIV and key affected populations. The common minimum package contained in the Scheme Directory has central government and state government schemes. They cover health, education, child welfare, employment and livelihood, food and nutrition, pension and financial assistance, housing, financial inclusion, insurance and legal services.</p>
<p><strong>POTENTIAL USE</strong><br />
The Scheme Directory will support existing care providers such as counselors at Integrated Counseling and Testing Centres (ICTCs) and Anti-Retroviral Therapy Centres (ARTCs), representatives of community-based organizations and positive networks, and NGOs working with PLHIV and key affected populations in disseminating the information on social protection schemes and guiding eligible applicants for submitting applications at the relevant government offices.</p>

<p>The four page IEC handout designed with the basic information on schemes (including health, education, livelihood, pension, housing), legal services in first two pages and third and fourth page to collect basic socio-demographic details of the target community member reached, informations facilitate to assess the community member’s need along with their written consent for follow-up with them. This was translated into six relevant local languages (i.e. Bengali, Hindi, Marathi, Odiya, Tamil and Telugu) printed and disseminated among the community members. For the states of Manipur and Nagaland, English IEC material has been disseminated.</p>

				<content:encoded><![CDATA[<p>During the needs assessment drive  in the districts of Tonk and Sawai Modhapur,  the denial of the  previously instituted 75% bus travel concession to access  ART without any significant reasons was brought to the attention of the Project Svavritti team by PLHIV. The community members also expressed their unwillingness to utilize the bus concession due to multiple episodes of the non-consensual disclosure of their HIV status by the conductors in the public transport.<br />
The project team decided to address the issues and hence, organized demand generation meetings in both the districts in which the community members expressed and shared their challenges and expectation. The community members recommended that the term ‘PLHIV’ be replaced with “Immuno Compromised” in the travel concession card.  This recommendation was presented by project staff to the Chief Managers of Rajasthan State Road Transport Corporation in Tonk and Sawai Madhopur and was approved. An office order was issued to implement the same with immediate effect. Rajasthan State Road Transport Corporation (RSRTC) took lead role in orienting the drivers about the format and the community members began to avail the benefit without the fear of disclosure of their HIV status.<br />
After a month of implementation, Rajasthan State AIDS Control Society (RSACS) informed Project Svavritti’s Program Officer that RSRTC had banned all types of bus pass formats related to PLHIV in all the 34 districts of Rajasthan. There was no written evidence stating the same but the project is following up regularly on the new order and advocating on the same.<br />
An encouraging aspect in the sequence of events is that the Chief Manager of Sawai Madhopur has decided to continue to provide the travel concession to PLHIV in the absence of any written communication from the state authorities.  </p>

				<content:encoded><![CDATA[<p>Mr. Bikas (name changed), a PLHIV from Gajapati district, Odisha was highly distressed when he got to know the HIV status of his wife and elder daughter nine  months after his diagnosis in 2010. Due to prolonged depression  he was irregular in his work and faced financial problems in the family. In 2010, through the support of the counselor at the Link ART centre, Mr.Bikas came to know about Madhu Babu Pension Yojana (MBPY) and applied for the same. In the past four years  he did not get a positive response from the government.</p>
<p>After attending the demand generation meeting of Project Svavritti in October 2014, and under the guidance of the Additional District Social Welfare Officer and support from the Community Resource Person (CRP), he had once again re-submitted the application for his wife, daughter and himself. Due to regular ongoing follow-up and meeting of government officials by the CRP of Svavritti,  his family  received INR 29,900/- credited into his account. This money helped him and his family repay the loan taken for treatment purpose and the remaining amount put in fixed deposit as a security for future needs.  The family now feels that they are able to  live in peace without the tension of repaying any loan. Currently the head of the family is regular to his work and able to meet the daily requirements of his family.</p>
<p>There were many such families that benefited through the interaction with the government officials facilitated at the demand generation meetings. The pending applications were processed and benefits accrued to the community members. A few to be mentioned here are: i) Mr.Benia, (name changed) a 32 year old married PLHIV from Gajapati district, Odisha,   a daily wage labourer, received the arrears of  last three year pension amount of INR 11,000/- which was credited directly in his account; ii) Urmeela Pradhan (name changed),  37 year old a  widow driven out from in-law’s house   from Bhanjanagar block, Ganjam district, Odisha,  got two installments of  INR 30,000 (23rd July 2014) and INR 35,000 (23rdSept 2014) respectively after relentless follow up by CRP with the Block Development Officer (BDO), Department of Panchayti Raj and Rural Development and Social Education Organizer (SEO), Department of Women and Child Development. Additionally to what she got from the government she had pooled in some of her saving and constructed a house for her family. She is waiting for the final installment of INR 10,000 which she is yet to receive; iii) Ms. G. Mariamma (name changed) from Gajapati district, Odisha, a positive  widow who has been driven out by her in-laws after the death of her husband, got INR 16,800 after similar continuous follow up with the concerned BDO and SEO.</p>

				<content:encoded><![CDATA[<p>Santosh Goudo, a 27 year old transwoman who works as a daily wage labourer and lives with her parents in Parlakhemundi of Gajapati, Odisha. Santhosh is a registered member of a Targeted Intervention project implemented by National AIDS Control Organization (NACO) in Parlakhemundi.<br />
While transitioning, Santhosh was discriminated against by her family and society at large. On the 19th August, 2015 she attended a scheme literacy session at a hotspot in Gajapati where she met a Community Resource Person named Dhiraj Nayak. She asked him for details regarding the Supreme Court NALSA judgement 2014 about which she had heard of from her peers. The CRP and SPC (State Project Coordinator) educated her on the process of how to legally change one’s name and gender. They also offered her assistance on behalf of the Svavritti team to acquire the Gender Identity Change (GIC) certificate. </p>
<p>After learning all the process, she gave her consent to change her gender and name and submitted a request letter to District Legal Service Authority (DLSA) seeking necessary legal advice and support. The SPC and CRP accompanied Santosh to the court to obtain her GIC certificate. She also told her friends who were also looking to legally change their names and gender about the procedure. The CRP was able to coordinate the process for two of Santosh’s friends.<br />
The whole process of identifying the needs, collection of required documents and acquiring the affidavit was done in one day, that is the 19th of August, 2015.<br />
Now she is called as Ms. Jambabati Kinner. She will mention her gender as Third Gender in all her proceedings, deeds, writings, dealings and transactions. </p>
<p>Way forward:<br />
Accessing government services as per their GIC has not happened yet. However, community members are happy that the judgement recognizes their gender identity. Community members are in the hope that schemes will be announced by the Ministry of Social Justice and Empowerment and the state government will take steps to improve the quality of life of the transgender community and provide them with sustainable livelihood opportunities.<br />

				<content:encoded><![CDATA[<p>Mr Jhon Deep is a 45 year old man who is HIV positive; he lives with his wife and three daughters in a small dilapidated hut in Jagannathpur, a village in Medinipur Panchayat of Bhawanipatna block in Kalahandi, Odisha. </p>
<p>In 2013, while Mr. Deep was working as a daily wage labourer in Surat, Gujarat he noticed that his was becoming increasing ill and could not continue his job. He therefore returned to his village in Kalahandi and was subsequently diagnosed as HIV positive. He registered himself at an ART Center located in the Medinipur Panchayat and began treatment. Though his health was improving, he was unable to find a suitable job which had a severely negative impact on the economic condition of his household. </p>
<p>On August 24, 2015 he met with SAATHII’s (Project Svavritti) State Project Coordinator (SPC) at the link ART Centre and was educated on the available social protection schemes provided by the government. Mr. Deep requested the project team to assist him access any government housing scheme. The SPC provided him with information about Biju Pucca Ghar Yojana (BPGY) (an Odisha state sponsored housing scheme), assisted him collect the necessary supporting documents and submit the application at the Block Development Office on August 26, 2015. </p>
<p>On September 28, 2015 the SPC and PO (Programe Officer) met with the Block Development Officer (BDO), District Rural Development Agency and requested that Mr. Deep’s application be processed immediately and that his HIV status remain confidential. The BDO cooperated and went about the field visit without revealing the applicant’s HIV status at his village.</p>
<p>The SPC found out that the application had been approved and Mr. Deep received the first installment of INR 20,000/- (out of a total of INR 75,000/-) on the 3rd of October, 2015. On October 16, 2015, the SPC made a follow-up visit and noted that construction for Mr. Deep’s house had started. </p>
<p>Mr. Deep’s success story makes it evident of how the needs of community members are met by government officials promptly and sensitively.</p>
